Assessment of Knowledge Management Maturity in Public Administration: Proposal of a National Framework

Knowledge management (KM) has gained relevance in the public sector as a strategic approach to improving institutional performance and fostering innovation. However, the absence of appropriate tools to assess the maturity of KM practices in Brazilian public organizations remains a significant gap. This study aims to develop and validate a framework for evaluating KM maturity tailored to the specificities of the Brazilian public administration. The research adopts a mixed-methods approach with an inductive and exploratory-descriptive orientation. The conceptual basis stems from a systematic literature review, particularly the Knowledge Management Model for Brazilian Public Administration (Batista, 2012). Empirical data were collected through case studies conducted in eleven federal and state public organizations. The analysis identified barriers, enabling factors, and critical success elements in the implementation of KM. As a result, the study proposes a framework comprising ten analytical dimensions: leadership, people, processes, technology, KM process, learning and innovation, results, organizational culture, legal framework, and structure. Accompanying the framework is a maturity scale based on the “5Cs” (Chaotic, Conscious, Capable, Competent, and Competitive), which enables institutions to diagnose and understand their level of KM development. The findings indicate that assessing KM maturity serves as a strategic tool to support decision-making and institutional development in the public sector. Moreover, the study contributes to the theoretical and methodological advancement of KM within the national context, addressing an important gap in Brazilian academic and professional literature.
