Abstract

Public Higher Education Institutions (HEIs) face increasing management challenges, such as budget constraints, growing institutional complexity, and the need for innovation. This article aims to propose a Knowledge Manage-ment (KM) model for public HEIs that helps mitigate these challenges by fostering integration between administrative and academic sectors. The proposal is based on aligning institutional demands with collaborative academic projects, transforming organizational problems into opportunities for learn-ing, research, and innovation, following the principles of the SECI model (Nonaka & Takeuchi, 1995) and knowledge co-production (Ostrom, 1996). A qualitative and theoretical-propositional approach is adopted, grounded in a literature review, to develop a framework that connects practical manage-ment problems in public HEIs with multidisciplinary academic capabilities. The central proposal is the creation of an institutional demand repository, serving as a database of challenges faced by administrative sectors, enabling courses from different fields to address these demands through collaborative academic projects. As a result, a model of articulation between administrative areas and academic programs is presented, illustrating how issues related to infrastructure, communication, human resource management, sustainability, and planning can be addressed with the support of disciplines such as engineering, administration, communication, pedagogy, among others. By applying the SECI model in this context, the flow of knowledge creation between the tacit knowledge of management and the explicit knowledge of academia is highlighted. The study concludes that the proposal strengthens institutional integration, enhances the impact of knowledge produced within HEIs, and contributes to innovation in public management.
