Abstract

This paper introduces SmallCityKG, a lightweight and modular knowledge graph framework designed to support scalable smart city applications in small and medium-sized municipalities. Building upon insights from established models such as UrbanKG and UUKG, the proposed framework focuses on simplicity, reusability, and semantic interoperability. It leverages open urban data sources and a core urban ontology to structure and interconnect information across domains such as solid waste collection, public works, and administrative transparency. The architecture enables flexible data ingestion, semantic reasoning, and visualization via SPARQL endpoints and knowledge-driven APIs. A simulated use case involving solid waste collection and monitoring of public infrastructure works illustrates its feasibility and adaptability. SmallCityKG aims to reduce complexity, promote transparency, and enhance data-driven governance in cities with limited technological resources.
