Knowledge Management and Creative Bureaucracy: An Integrated Agenda for Public Service Transformation

Knowledge management has become established as an essential strategy for enhancing efficiency and innovation in the public sector. However, the rigidity of bureaucratic structures still poses a challenge to the incorporation of innovative practices. In this context, the concept of creative bureaucracy emerges, proposing an articulation between the stability of administrative processes and the flexibility required for innovation. This study aims to analyze how knowledge management practices can foster creative bureaucracy in public service, contributing to more dynamic and responsive organizational environments. The methodology employed was an integrative review, conducted following the PRISMA-P 2020 protocol, utilizing national and international databases. The results indicate a scarcity of studies that integrally address the concepts of knowledge management and creative bureaucracy within the public service context, highlighting the need for deeper theoretical and empirical investigation on the topic. The discussion suggests that integrating these approaches can promote a more adaptive public service, without compromising legal and administrative principles. It is concluded that structured knowledge management practices can act as catalysts for creative processes within public administration, provided they are anchored in institutional policies and committed leadership.
