Rethinking Innovation Management in the Brazilian Judiciary in the Age of Artificial Intelligence: the centrality of assessment indicators
Keywords:
Artificial Intelligence, Judiciary, innovation management indicatorsAbstract
The digital transformation of the Brazilian Judiciary, driven by the growing demand for efficiency and transparency, has Artificial Intelligence (AI) as a strategic alternative to optimize processes and reduce judicial delays. However, the mere technical implementation of AI requires rigorous monitoring mechanisms to assess its effectiveness, ethical impacts, and operational challenges. Given this scenario, the study aimed to propose a set of innovation management indicators to guide the adoption of AI in the Brazilian judicial system. The research methodology involved a documentary analysis of regulations and reports on innovation in the Judiciary, a literature review to contextualize the adoption of AI and identify critical challenges, and the formulation of innovation management indicators. The indicators developed cover five dimensions – procedural speed, efficiency, implementation challenges, satisfaction and governance, and economic impact and productivity – which make it possible to monitor the impacts of AI and also guide courts in overcoming barriers and fully utilizing the potential of these technologies, serving as essential tools to identify bottlenecks, promote strategic adjustments and maximize the benefits of technological innovation in AI. The study's results reinforce that the combination of technological innovation, training and efficient regulation is crucial to consolidate AI as a legitimate instrument for modernizing justice and ensuring that its benefits are fully exploited without compromising equity in access to justice. In particular, the development of specific indicators to assess the management of technological innovation is essential to measure the impact of AI and guide its implementation in a sustainable and effective manner.
