Abstract

This study aims to analyze the literature on innovation policies, innovation ecosystems, and the quadruple helix, highlighting research gaps and contributions to advancing research on these topics. The methodology adopted was a systematic literature review, using the Scopus, WoS, and Science Direct databases. After selecting and classifying the articles, 33 articles were analyzed with the support of the Atlas.ti24 software. The findings identify strategies, practices, barriers, and facilitators as crucial factors for the orchestration of innovation ecosystems. The results suggest that aligned public policies and efficient governance are essential to fostering innovation and economic development. The research contributes to a deeper understanding of innovation ecosystems, providing practical guidelines for effective orchestration.
