TOWARDS A MODEL FOR THE MANAGEMENT OF THE NATIONAL COLOMBIAN AGRICULTURAL INNOVATION SYSTEM: AN INTEGRATION APPROACH

The dynamics of research, technological development and innovation (R&D&I) activities as a main active in the National Innovation Systems, supports on public policy and the organizational structures that abroad its stake holders. These activities focus on generation, transfer, adoption and evaluation of technological offer (knowledge, technologies and technological services), to promote technical change. The purpose of this work was to construct a primary conceptual approach bases on roadmaps of a management model for the National Innovation System for Agriculture Sector in Colombia (SNIA). The purposed approach integrates the main management instruments of science, technology and innovation in Colombian agriculture and identifies key factors and circularity relations that leads to SNIA formalization through the N°1876 national Law of 2017. This Law regiment the sectorial Strategic Plan for Science, Technological and Innovation (PECTIA), that defines the organic and tactic system structure, promotes the continuity of the national research agenda of R&D&I as its keystone and strategic counselor at regional and national levels for public and private resources allocation and execution and empower the knowledge management system SIEMBRA as an operative and tactic element, conformed by a technological platform (information system) and an observatory (interdisciplinary and specialized human resources). Finally, some guidelines have been proposed to formalize the model implementation, monitoring and evaluation.
