A knowledge-based approach to migration to a free electricity trading environment

Public utilities worldwide face the dual pressures of rising OPEX and the impera-tive to decarbonize. This paper presents a case study of the Municipal Water and Sanitation Service (SAMAE) in Jaraguá do Sul, Brazil. It demonstrates how the company achieved financial viability and sustainability through its pioneering mi-gration to a free contracting environment. The core objective is to demonstrate how a public entity can use market mechanisms to achieve substantial economic and environmental benefits. By strategically procuring 100% certified renewable energy, SAMAE secured projected savings of R$ 2.88 million by May 2025 while eliminating 353.996 tons of CO2 emissions in 2024.
Moreover, the study sets out to show how SAMAE's initiative can be used as a model for innovation in public administration that can be copied. The success of this transition provides a proven, scalable blueprint for other public sector organi-sations, particularly those in the water and sanitation sector. It sets out a plan to reduce energy costs, ensure a clean power supply and reinvest substantial savings in core public services. The case of SAMAE provides compelling evidence that fiscal responsibility and ambitious climate action are not mutually exclusive, but rather mutually reinforcing objectives.
