Intent to stay is conscious and deliberate desire of individual to continue in their employment. It is a cognitive process resulting from work-related attitudes, subjective norms and behavioral control perceived by individual. Already intention to leave is conscious and deliberate desire of individual to quit organization voluntarily in a near future. This literature review aims to identify research methods used to investigate intention to stay and leave public organizations published in Web of Science and Scopus databases by 2016. Fifteen papers met inclusion criteria, which fourteen address intention to leave and one treats intention to stay in public sector organizations. The results reveal a modest number of publications on behavioral intentions in public context. There is no clarity of constructs definition studied. Fifteen studies use quantitative
approach for investigation of intentions to stay and/or leave, with prevalence of statistical regression analysis and scarce detail of research methods used. Only five papers validated their instruments. None of studies relates to intention to leave or to stay with knowledge management in public organizations. Based on these results the paper presents a research agenda to broaden understanding of behavioral intentions of public organizations professionals and their relation with knowledge management of these people.
