THE REGIONAL INNOVATION STRATEGY OF THE EUROPEAN UNION FOR IMPLEMENTATION OF SRIs IN LATIN AMERICA

In the 1990s, the European Union (EU) developed a Regional Innovation Strategy (ERI) to guide the implementation of Regional Innovation Systems. As of 2010, the EU has initiated a series of studies to identify and cooperate with the implementation of ERIs in Latin America. Based on these studies, this article aims to analyze the European Union's Regional Innovation Strategy for the implementation of effective Regional Innovation Systems and its partnership with countries studied by the European Commission: Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay. This research is qualitative and bibliographical, based on scientific articles from the Scopus, Web of Science and S-Wopec databases. In order to achieve the objectives, the research addressed the concept of Regional Innovation Systems, presented an overview of the Regional Policy of the European Union and detailed the concept of Regional Innovation Strategy, now called Intelligent Specialization. Finally, studies carried out in cooperation with Latin America were presented. The article concludes that the Regional Innovation Strategy is an approach that can be applied to any region, and contributes to the strengthening of Regional Innovation Systems. Examples of their implementation can be found in EU member countries.
