A Knowledge Graph and LLM-Based Framework for Strategic Planning in Brazilian Federal Universities

This article presents a knowledge-based framework designed to enhance strategic planning and continuous monitoring processes in Brazilian Federal Universities (IFES). The proposed model integrates Knowledge Graphs, institutional ontologies, and Large Language Models (LLMs) to structure and analyze key institutional documents such as the Institutional Development Plan (PDI), Budget Laws (LOA), and IT Master Plan (PDTI). The methodology is grounded in Design Science Research (DSR), focusing on the development and validation of a multi-layered architecture that combines semantic representation, analytical tools, and governance mechanisms. Initial results demonstrate the potential of the framework to foster transparency, data-driven decision-making, and automated auditing in the public education sector.
