PROPOSAL OF THE THEORETICAL-CONCEPTUAL MODEL FOR THE GOVERNANCE OF OPEN GOVERNMENT DATA

Abstract

Governance of Open Government Data (GOGD) is an interdisciplinary concept and little explored by literature. It involves topics such as: governance, knowledge governance and open government data. This article aims to propose a theoretical-conceptual model for the GOGD, whose future application allows the data collection to describe and evaluate its validity in relation to the constructs and variables that compose it in each dimension. Assumptions of governance, knowledge governance and open government data were used in the elaboration of the model. The methodological procedure adopted was documentary analysis through literature review. The proposed theoretical-conceptual model (TCM) includes the dimensions: strategic; guidelines; agents; processes; and, tools of evaluation. This model addresses behavioral and normative aspects, and acts with stakeholders.
