Abstract

The National Innovation System of Angola, even with some actions aimed at the realization of its programs, still has limitations, a consequence of the small investment in the Science, Technology and Innovation sector. In this sense, the need to increase scientific research and the qualification of human capital is highlighted, aiming to promote the interaction between the various innovation agents. To this end, the objective was to analyze the generation of innovation at the heart of scientific research based on the laws that regulate the Innovation System in Angola. The methodology is qualitative, exploratory and documentary. The results indicate that, in terms of Angola's legislation, there are programs that guarantee the generation of innovation, however it is necessary that they take effect, through the allocation of financial resources for the country's development.
