Abstract

Starting from the discussions at the United Nations, which established the Sendai Framework in 2015, governance has become a recurring issue in Civil Defense organizations in Brazil and worldwide. In this article, an integrative review seeks to establish how Learning Governance (GovA) is approached from its fundamental aspects to contribute to Disaster Risk Reduction (DRR) actions in the Civil Defense system. 17 articles were selected for thematic analysis that pointed out the different governance constructs used, in particular Multilevel Governance (MLG) and three major themes that contribute to the understanding of governance learning in the context of risks and disasters: social learning, resilience and adaptive capacity.
