Abstract

The aim of this work is to present a model to structure the innovation process from idea generation to project management through portfolio management in a government context. It is important to emphasize that innovation is a complex activity, particularly in public administration, where it is necessary to implement management practices that allow delivering more public value with less investment. However, there is evidence that greater structuring of the innovation process can lead to better results. That said, this article reports the implementation of a model based on science and practice, which supports the entire innovation process for the delivery of public value. On the other hand, its main limitation lies in the fact that the implementation was completed recently, hence, its result cannot yet be measured.
