Abstract

In recent years, the concept of digital platforms has been incorporated into public administration, giving rise to the term “Government as a platform”. Government as a platform presents itself as a technical-organizational model, supported by digital architecture technologies with open and modular standards that, based on government regulation and moderation, provides the connection between government and society for the co-creation of services and policies of high public value. Based on a scope review, which included theoretical, descriptive and case study articles published in the last decade, this article aims to identify the aspects that make up a government as a platform and that are decisive for its success, considering strategies and actions on the technical, regulatory and organizational axes, internally to the government and externally, to society.
