Abstract

This article aims to present a systemic analysis of public service innovation in Brazil through
thematic analysis (BRAUN; CLARKE, 2016), based on the organizational changes perceived
in relation to implemented innovations, combined with the precepts of the New Public Service
(NSP). The research method used was bibliographic, of a basic and theoretical nature. As a
result, the characteristics of the constructs were presented in the form of a comparative matrix
under eight dimensions. Collaboration and co-production proved to be important, with the
public interest in the center. Despite the current lack of administrative tools that enable citizen
inclusion in an active and not only deliberative manner, there are reports of technological
advances that could be facilitators for the process.
