Abstract

This research sought to identify factors that influence innovation in the public sector, with a focus on urban mobility. Semi-structured interviews were carried out with Department managers in a municipality in the State of Paraná, Brazil, analyzing the data through 5 categories established a priori: concept of innovation, application to mobility, facilitators, barriers and overcoming strategies. Innovation in the public sector applies to urban mobility through public transport subsidies, investment in fleet infrastructure, as well as education and training. The main influencing factors identified were: public manager posture, population resistance, department structure, bureaucracy and political decisions. The research adds to the literature on the adoption of innovations in the public sector, focused on urban mobility in a small town.
