BACKGROUND OF INNOVATION AND ENTREPRENEURSHIP BEHAVIOR IN THE PUBLIC SECTOR: PATHWAYS FOR FUTURE RESEARCH

Contemporary Public Administration faces increasingly complex challenges. New ideas are needed to expand your ability to solve problems and deliver public value to society. The aim of this paper is to identify opportunities for future research related to the antecedents of innovation and entrepreneurship behaviors in the public service. Through the integrative review methodology, we sought to identify existing gaps and possible connections that could help in future paths for research in the area. The literature analysis showed that the topic needs to be deepened in the context of small municipalities, and can be approached from three interaction systems, which precede the studied behaviors: leadership, context and individuality.
