Abstract

The article addresses the transition of the legislative process in the Legislative Assembly of Santa Catarina to a digital model, driven by the Covid-19 pandemic, through the implementation of the e-Legis system. Although this change has modernized the legislative process, the research identified deficiencies in transparency due to the lack of an effective taxonomy for classifying legislative proposals. Using an integrative literature review, the study proposes a new thematic classification based on the Assembly's standing committees, aiming to improve organization, access to information, and citizen participation. The adoption of this taxonomy may promote more efficient and transparent legislative management, thereby strengthening democracy.
