Abstract

This study investigates the methodological process of building Local Innovation Ecosystems in Brazilian regions, with 3 emerging themes: governance, sectors and culture of innovation. The research includes literature reviews, visits to 4 ecosystems and interviews with 22 stakeholders. The results highlight the importance of working groups in identifying and engaging stakeholders, promoting collaborative governance. Initial training on fundamental concepts and the use of Data Intelligence tools for educational, economic and demographic analysis is essential. The inclusion of NGOs and civil society movements strengthens the quadruple helix of ecosystems. Actions should be adapted to local characteristics, with a context-based approach, to promote sustainable innovation.
