ABSORPTIVE CAPACITY IN THE PUBLIC ADMINISTRATION

The Brazilian public service is being through a process of modernization in recent years, in order to meet the needs of society. The new model of public management, besides promoting the dialogue between citizens and public agents, seeks to introduce new methodologies and tools to the decision-making process. In this context, the absorptive capacity that is the capability of recognize, assimilate, transform and apply the external knowledge acquired can be used in public organizations to contribute to efficiency and effectiveness in the delivery of public services, based on the dialogue between citizens and the State. In this way, the objective of this study is to identify the absorptive capacity of a public organization in order to verify if it is contributing to the improvement of the processes of the organization, in the provision of services to the citizen. To reach the objective, it was used the Santos questionnaire (2013) as a data collection instrument. The tool is composed by 20 questions, 5 of which refer to the acquisition process, 4 to the assimilation process, 5 to the transformation process and 6 to the application process. As a result it was found that the acquisition and assimilation capacities are well developed (potential absorptive capacity), and that the processing and application capacities (absorptive capacity realized) need to be worked on. It was further evidenced that a more specific research is needed to identify the factors that led the organization to achieve such low results in the application of new knowledges.
