Abstract

This article aims to identify the factors of influence of the front end of innovation in public sector, using as methodology an integrative literature review, correlating the data found with the framework for innovation in the public sector of the Organization for Cooperation and the Economic Development. As a result, the front end of innovation in the public sector is iterative, and does not follow an orderly stage, which represents an influencing factor. Also, the context (including changes in rules and budget forecasts), place of completion of the process, characteristics of the people involved, intermediation, and future uses of innovation are especially influential factors in the front end.
