Abstract

Technological and social changes are increasingly fast, with them barriers to innovation expanding knowledge management through working in collaborative networks. It is up to the public sector to realize that the new generations have a much more engaged, challenging and innovative behavior towards a global society and the causes they defend. Thus, the objective of the article is to propose open innovation actions within the scope of a Legislative Assembly. The methodology is exploratory, qualitative, with observation and empirical survey with descriptive analysis and proposal guided by the Situational Strategic Planning method. We conclude that it is pertinent to adopt the participation of different actors and society in innovation in public administration, contributing to social innovation in democracy.
