Abstract

Competency management in public service has gained prominence as a strategy to improve service efficiency and quality. Adapted from the private sector, it aims to align individual competencies with organizational needs. This study reviewed the implementation of this management approach, analyzing practices, challenges, and perspectives across various contexts. Challenges include cultural resistance, lack of support from top management, and bureaucratic structures. Common practices involve competency mapping, selection, and continuous training. The conclusion is that competency management can enhance public services when supported by cultural changes, top management backing, and ongoing capacity building.
